The Issue

Dear Members of the Archbald Borough Council,

We, the undersigned residents of Archbald Borough, respectfully submit this petition to request that the proposed Data Overlay District be limited to a single, clearly defined area within the borough, and that data centers be permitted only within that specific zone.

While we understand the potential economic benefits that data centers may bring to our community, we also have serious concerns regarding their environmental, infrastructural, and community impacts. These include, but are not limited to:

• Noise pollution from continuous generator testing and cooling systems

• High energy and water consumption, which may strain local resources

• Decreased property values in residential neighborhoods adjacent to these facilities

• Limited long-term job creation relative to the size and impact of the facilities

Given these concerns, we believe it is both reasonable and responsible to confine such industrial developments to one designated area—ideally located away from residential zones, schools, parks, and other sensitive community spaces.

By doing so, the Borough can achieve a balance between welcoming new forms of development and preserving the quality of life for Archbald residents. This compromise would allow for controlled growth while preventing widespread disruption across multiple neighborhoods.

We urge the Council to consider this request seriously and to act in the best interest of all Archbald residents by:

• Restricting the Data Overlay District to one specific area, and

• Prohibiting data centers outside of that zone.

Thank you for your time, your service to the Borough, and your attention to the concerns of your constituents.

Respectfully,

The undersigned residents of Archbald Borough
