What We Are Calling For:

1. Amend commonwealth, state and territory National Preventive Mechanism laws so police-led mental health emergencies, including welfare checks and Triple Zero call-outs, are treated as settings that can be independently monitored through body-worn cameras.

2. Provide funding and practical support so states and territories can implement the Operation WATCH OVER ME pilot in a consistent way. This will set clear national standards and ensure real-time supervision, mental health clinical support and independent National Preventive Mechanism oversight during police-led mental health responses.

Why It Matters:

When the State uses its powers to control or detain a person in acute mental distress, it has a clear duty to protect life. That duty applies to the person in crisis, to the public, to the police officers and other first responders sent to respond.

Lives cannot be protected by reviews that happen after someone has died. Prevention requires support and oversight while the incident is happening, including real-time supervision, access to clinical advice and independent monitoring.

Without reform, people will continue to die in situations that could have been prevented, and Australia will continue to fall short of its legal and human rights obligations
