The Issue

The City of Detroit has appropriated $20 million to investigate periodically closing canals in the Jefferson Chalmers community.  The closures could have significant adverse effects on our community's environment, economy, and way of life.

In response to resounding public outcry against closing the canals, the City relented in a public statement asserting that they would no longer pursue the canal closure plans. However, the City is once again considering canal closures.

The Army Corps of Engineers performed a study which concluded that the City's goal to reduce flood risk could be accomplished by improving the shorelines along the canals. We call on the City to use the appropriated $20 million to improve the shorelines, not close the canals.

We urge City officials to work collaboratively with environmental experts, community leaders and residents to develop a well-rounded plan that respects both ecological and economic priorities.

Hello, I am reaching out on behalf of Councilmember Latisha Johnson regarding this petition. Councilmember Johnson has been working during her first term and into this next one on solidifying a comprehensive solution to address the floodplain issue in the Jefferson Chalmers neighborhood. She supports the community's desire to find a solution that still retains access to the canals and was instrumental in ensuring that the $1 million state appropriations went to a sea wall repair pilot program. Additionally, CM Johnson was successful in advocating for studying seawalls as a solution in the Detroit Building Authority study contract that was approved in November 2025. She also made sure there is a clause in this contract that the administration and DBA need to come back to City Council for approval of any proposed interventions that come out of the study. We will continue to monitor this situation closely and work with both residents and government partners to find a solution. Let me know if I can clarify any of this or if you have any questions.
