Why go after the police budget? Contrary to the misguided notions among the naive and misinformed segments of Toronto's population, cutting the budget by at least 10% will not be disastrous. Montreal's Policing budget for 2019 by comparison was $662 million. Montreal's police forces have the same cop/ city citizens per capita EXACTLY the same as Toronto. So why is the Police Chief and his minions - Mayor Tory and 16 councillors - all determined to fleece $1.2 billion  * DOUBLE THE MONTREAL POLICING BUDGET * from the taxpayers hard-earned money.......? IF THAT HALF A BILLION DOLLAR DECEPTION DOES NOT ALARM A CITIZEN, THEN THAT PERSON WOULD LIKELY SLEEP COMFORTABLE AT NIGHTS WHILE LIVING IN A DICTATORSHIP.

Even though bigger protest-for-change demonstrations do get their attention, many of you know by now that in Ontario the notoriously corrupted political leadership typically and arrogantly dismiss voices for progressive change. Often, the few Maverick politicians who DO fight the good fight, are ganged up on by a Mayor and a majority of councillors quite often acting like hand-picked cronies - like a school-yard bully gang. In Toronto the idea of accountability is largely non existent; Toronto's Integrity Commissioner's Office and its Ombudsman Office throw out valid cases and even rule against ones that should win. The City Manager's complaint process is non-transparent; in other words, one doesn't even know if complaints are actually investigated!

Follow the progress of this petition each week. I will add more items of interest in shaping you into an effective system-fighter for the sake of progressive changes. I will announce this as the LIBRA AGENDA -the Scales of Justice Constellation, because to beat the system you will need to come back twice as hard each time the system knocks you down using your knowledge of the system for further follow-up methods. This IS how you WILL WIN - your heads need to have the brains in knowing how the system works and all the system options you can use to beat the officials in power who think at first that it is easy and fun to destroy your efforts; but the ultimate joy is in persisting and eventually using the system to back them into a corner they can not escape from. At that point applying overwhelming pressure forces them to surrender. That is how it works. Many citizens in Toronto and Ontario, Canada, are unaware of their individual capabilities and powers to initiate social change. Unfortunately, even well organized street demonstrations end up only being viewed as performances laughed at by cowardly scheming politicians who hide in their offices believing they and their misaligned duties are untouchable. Largely, this is true because the average citizen is not fully informed in how to make the system work in their favour to produce victories. In this case, Toronto and Peel's ridiculously expensive police budget seems untouchable because gangs of local politicians timidly back down to right-wing leaning police union bosses. You will need to study the basics; the City of Toronto Act, City Hall Code of Conduct, Municipal Conflict of Interest Act, Ontario Ombudsman Office, Ontario's Justice System, Toronto City Hall website, Toronto Council.

If you've protested in demonstrations what do you see has actually resulted? More promises of talks and meetings - yet again NO ACTION. And the official Toronto council vote for police bodycams which should have been in place 5 years ago after the first pilot project for these tools which can result in evidence against rogue cops that result in convictions for their crimes - in the USA, bodycam evidence DO RESULT IN MURDER CONVICTIONS AGAINST ROGUE COPS. Mayor Tory deliberately delayed implementing bodycams for years - to use as a trump card which he has played now in a distraction ploy, while he supports Police union over-expenditures. Some statisticians misprise bodycams as ineffective, but in real life, for the poor and minorities, these tools could dissuade a rogue cop from committing a murder if they can't turn it off or throw it away quick enough, Often unheard to the public are how many times rogue cops are unnecessarily pulling out and pointing their guns at citizens.

Not surprisingly, Premier Doug Ford is adamantly against defunding. His reasoning is pathetic; in his recent outcry against defunding he fearmongered Trump-style that cop cars would sit in stations empty because of lack of cops from defunding; The reality is that his disgusting Health Care cuts prior to COVID, had actually left ambulances sitting crewless in their stations. The difference in this case is that the police budget is bloated and excessive out of greed. CUTS CAN BE MADE BECAUSE OF THE EXISTING EXCESSES IN POLICE SPENDING.

So while Mayor Tory pushed bodycams into action disingenuously, the real focus should be kept on Toronto's Police Budget being hundreds of million$ of dollars TOO MUCH. Montreal almost has the same number of cops as Toronto; their 2019 policing budget was $662 million. Chief Saunders proclaimed 'salary stresses' as a proponent for the proposed $1.2 Billion 2020 Toronto policing budget!!! In other words, the Police Union gluttons for overpaid salaries want to be FED MORE FATTER by taxpayers. Toronto cops start at $100k salary - the same as a German 8-year veteran cop !!! Toronto cops train for 24 weeks > whereas a German cop must receive training for 2 years! So do you wonder why BAD cops in Ontario CHOOSE ridiculous decisions that result in many needless killings? Mayor Tory favours big salaries because 1) as long as he has enough crony councillors backing him he can get away with it, and 2) it's his sleazy way of getting police recruits; there are some good cops who are silently disgusted with the underhanded process, but the police union bosses are THUS FAR too influential. MAYBE ALL THESE CHIEFS ARE FEELING THE HEAT IN AN INTERNAL POWERS STRUGGLE IN THEIR ASSOCIATIONS, RESULTING IN SEVERAL  TOP POLICE FIGURES QUITTING SIMULTANEOUSLY. We need more CLEAN-UP OF THE DECADENT OLD WAYS OF POLICE LEADERSHIP - MORE Serpico Cops stepping up are needed, and protections for them against rogue cop vendettas. We can change that.
