Publicly available evidence suggests that the President of Dixie State University (DSU) Richard “Biff” Williams, Provost Michael Lacourse, Dean Jeffery Jarvis, Assistant Professor Mark Houser, and others, in their attempts to terminate multiple DSU faculty, have betrayed the public trust by violating multiple DSU policies, Board of Regents policies, State of Utah laws, and the Constitution of the United States.

Not only has their conduct negatively impacted multiple individuals, families, and groups associated with DSU, we believe that the evidence strongly suggests that these State of Utah officials have engaged in a pattern of conduct representing:

• Waste or misuse of public funds and manpower
• Violations of a law, rule, or regulation applicable to the government
• Gross mismanagement
• Abuse of authority
• Unethical conduct

Thus, we make the following good faith request:

In the interests of justice and accountability we respectfully request that the Office of the State Auditor of Utah conduct an immediate and comprehensive investigation.
