It is summer in the south bringing heat that can and will kill animals. It is abuse to make an animal suffer in sun.

I live in Oconee County and have noticed so many dogs tied out in the sun with nothing but a hot box for shade. Their water can’t bring relief because it too is in the sun. 

This is an immediate problem, and our current laws do not allow animal control to help them. The current law states only that owner provides house, evidence of water and food. This is not enough for law officers to protect these animals.

I believe that a owner that does not provide exterior shade in the summer and shavings in winter is abusing and neglecting the animal. If the owner can not provide for the animal, they should not own a animal.
