Objection to Proposed 2025 CDD Increment Letter
The Issue
Dear CDD Management at Two Rivers North,
We, the undersigned residents of Two Rivers Homeowners, are writing to formally object to the proposed Community Development District (CDD) increment that is set to be included in our property tax for the upcoming fiscal year. As long-term residents and stakeholders in this community, we believe that the proposed increase is unjustified and places an undue financial burden on homeowners. It is unacceptable that a new community like ours should incur higher maintenance costs than older communities. There are numerous examples in the New Tampa Bay and Wesley Chapel areas where the CDD does not exceed $2,000. Our community is not gated, so we are not paying extra for security services. For instance, the Cory Lake community, which is known for its security measures, has a CDD that does not exceed $2,700. Similarly, the Summer Stone community in Wesley Chapel, built by D.R. Horton and very similar to ours, has a CDD that does not exceed $1,500. It is logical that older communities would require more maintenance and therefore might have higher CDD fees. However, our community is brand new, with most facilities being less than a year old.
We find it unreasonable to allocate $30,000 annually for wall maintenance when the walls are brand new. This is just one example of many new items in the fiscal year budget that do not make sense to us. Additionally, we are uncertain if the community center will be opened by the end of this year, which further questions the justification for the proposed increment.
We request that the CDD management reconsider this increment and provide a detailed explanation of the necessity and justification for such an increase. Additionally, we urge the CDD to explore alternative solutions that would minimize the financial impact on residents while still addressing the community’s needs. We believe that a more logical and fair adjustment can be achieved through open dialogue and collaboration between the CDD management and the residents. We are committed to working together to find a solution that benefits all parties involved.
We would also like to express our concern regarding the location and timing of the previous public hearing, which was held 22 miles away from our community on a business day at 11:00 a.m. This made it difficult for residents to attend due to work commitments and travel distance. In the event that the CDD management decides to hold another meeting to discuss this matter, we request that the meeting be held within 5 miles of our community if it is to be in person. Furthermore, the meeting should be scheduled either on a Saturday or after 4:00 p.m. to ensure that residents can attend. If virtual meetings are an option, we ask that they also be scheduled for the same times.
Additionally, we believe it is crucial for homeowners to have representation on the CDD board. This would ensure that residents are informed and involved in discussions regarding any future increases or changes. Having homeowner representation would foster transparency and collaboration, allowing us to work together to find solutions that benefit the entire community.
