In April 1994, “Jane Doe” was raped in broad daylight in Brooklyn’s Prospect Park. The Daily News published no fewer than three articles by Mike McAlary alleging that Jane Doe, a young Black woman who was openly lesbian and a community activist, had fabricated the story. John Miller, the NYPD’s current Deputy Commissioner for Intelligence and Counterterrorism served as a source to McAlary at the time, telling him that despite the evidence of semen on her clothing, the NYPD did not believe Doe’s claims. Doe sued the Daily News and Mike McAlary for libel but the case was dismissed. On January 8, 2018, the NYPD notified Jane Doe that her rapist, James Edward Webb, currently serving 75 years for serial rape, had finally been identified through advanced DNA technology. Webb was out on parole at the time he attacked and raped Jane Doe.
We, the undersigned, demand that the NYPD, the Daily News, John Miller, former NYPD Commissioner Bill Bratton, and the City of New York publicly apologize to Jane Doe and to the other women who were raped as a result of the NYPD's failure to pursue Doe's rapist. Though the harm Jane Doe and countless women have suffered as a result of the NYPD, Daily News and City's negligence and inaction cannot be repaired, it is way past time for this apology and for law enforcement, city officials and the media to treat rape survivors with dignity and respect. #Apology4JaneDoe
