On Thursday, a New York City traffic officer strolled past a white Mercedes SUV parked illegally in the Diamond District, seemingly unaware that four men were selling twelve two-month-old puppies out of baby carriages right beside it. It was the fifth time in under a year the same operation had appeared on West 47th Street, with the same luxury van, the same covered license plates, and the same sellers, growing bolder every time.

This is not a mystery. It is a choice.

New York's Puppy Mill Pipeline Act, enacted in December 2024, makes street dog sales illegal. The New York Attorney General's office has the authority to fine violators up to $1,000 per offense. The ASPCA says it is waiting for NYPD to request help. And yet the operation has expanded: from eight puppies to twelve, from two sellers to four, from one vehicle to two.

On Thursday, those puppies spent the afternoon being passed around by strangers in 84-degree heat, crammed into carriages lined with wood shavings, while their sellers operated with covered license plates because they know exactly what they are doing. When 911 was finally called, the men fled before officers arrived.

The NYPD must direct officers to actively enforce the Puppy Mill Pipeline Act. New York Attorney General Letitia James must use her office's fining authority and pursue these dealers, who are now identifiable and on record. The ASPCA must be empowered to assist without waiting to be called.

This operation will not stop on its own. It has grown every time it has gone unanswered.
