To: North Lincolnshire Council, Environment Agency, Severn Trent Water, and Relevant Authorities
We, the undersigned, call for immediate transparency and accountability regarding Severn Trent Water’s ongoing works in Crowle, North Lincolnshire.
For months, local residents have raised serious concerns about the environmental and legal implications of the works being carried out in and around Windsor Road, yet these concerns have been dismissed or ignored by those in power.
This is a matter of public interest and could have significant legal implications.

Key Concerns:
- Potentially Unlawful Works & Environmental Risks
Severn Trent Water appears to be carrying out major infrastructure works (sewage treatment plant, etc.) without the necessary environmental permits or planning exemptions.
These works may be impacting local water mains, drainage, and the broader ecosystem.
Reports have been made to North Lincolnshire Council and the Environment Agency, yet no action appears to have been taken.
- Unexplained Tanker Activity
Multiple unmarked tankers have been observed operating in the area, raising suspicions about possible contamination or cover-ups.
If drinking water infrastructure has been damaged, why are residents not being informed?
- Failure of North Lincolnshire Council to Act Transparently
Despite repeated requests, the Town Council has failed to properly address or even discuss these concerns in a meaningful way.
Public meetings have excluded key information, and attempts to formally raise the issue have been blocked or dismissed.
Evidence of Conflict Of Interest of two Ward Councillors - both hold positions with the Isle of Axholme & North Nottinghamshire Water Level Management Board - confirming their active collaboration, making their denial of involvement even more concerning, and strongly suggests coordinated avoidance of scrutiny.
The council appears more interested in silencing residents than engaging with them.
- Discrimination Against Vulnerable Residents
A local resident (the initiator of this petition) has openly disclosed their severe anxiety and mental health condition, which affects their ability to engage in face-to-face meetings.
Despite this, requests for reasonable adjustments (such as written communication) have been ignored, constituting a potential case of discrimination under the Equality Act 2010.
The resident has provided medical evidence to the Town Council, yet their concerns continue to be disregarded.
What We Demand:
- A full and independent investigation into Severn Trent’s works in Crowle, including the potential environmental and legal breaches.
- Immediate transparency from North Lincolnshire Council regarding their knowledge of and involvement in these works.
- Recognition of residents' rights to be heard—without discrimination, without obstruction, and without intimidation.
- Proper public engagement on this issue, including open discussion at council meetings and a commitment to responding to public concerns.
The residents of Crowle deserve answers. They deserve transparency. And most importantly, they deserve to have their voices heard.
