Don't Rush to Failure on Norfolk Public Schools Time Change
The Issue

Experts hired by NPS to advise on school start time changes advised the school board recently that the administration was not ready to implement them. If directed to proceed, the changes would be made hastily. The board ignored the experts’ recommendation and instead voted to forge ahead. While the board approves of adjusting start times in theory, no specific plans were created to implement these changes, nor were they shared with the community for feedback on how this would affect them. With this in mind, we believe it is unwise to rush this immature plan into effect in a mere 8 months and ask that the board add this topic to their February agenda.
As concerned families of NPS students, we would like to see the following:
- An initial implementation plan shared with the community.
- An implementation survey to receive community feedback.
- An independent expert review of the impacts the plan would have on NPS students and their families.
- An assessment of how much the proposed plan would cost and how that would impact the overall NPS budget. Current estimates place added costs at $3.7 million, which would greatly impact the already limited facilities budget.
It’s clear the relationship between the school board and the administration is strained, producing a counterproductive environment. In their attempt to hold the administration accountable, the board is instead risking the well-being of our students and families.
