We, the undersigned, are against the development of a quarry and asphalt/concrete plant to be located in the Little River floodplain valley. This location is south of highway 24, north of Ernst road, west of I-69, and east of Aboite Road in Allen County, Indiana. This project poses unacceptable risks to public health, safety, environmental quality, and overall quality of life. Following are the reasons we oppose this development:
-Case studies have shown that even though measures are taken, these facilities produce air pollution that is harmful to vulnerable populations at nearby hospitals and schools. In addition to being equally harmful to families in nearby homes, shopping centers, and more.
-The nearby schools and hospitals are essential to community development and care. These are considered sensitive areas and should not have heavy industrial facilities nor a quarry nearby. Students and patients need a stable, calm area for learning and healing.
-This development sits between two areas that are owned and cared for by the Little River Wetlands. The Little Wabash River runs directly through this proposed development. This industrial complex is very incompatible with environmental protection. Blasting for mining, and air, water pollution will be harmful for the wildlife in the area. This is a wildlife corridor currently.
-The blasting from quarries is shown to be harmful to geothermal wells in various case studies. There are many of these types of wells used in this area. Moreover, the noise pollution from blasting is not conducive to the education of students, the care of hospital patients and the well-being of area residents.
-There is an underground high pressure natural gas pipeline running through the property and near where the activity would take place. Placing this development near a gas pipeline is irresponsible.
-Area homes (both completed neighborhoods and rural homes), schools, hospitals, medical campuses and other infrastructure foundations can be compromised due to the massive lowering of the water table that is required for mining, in addition to the explosions.
-Many residents in this area live on a well. The proximity of this quarry will be detrimental to well water levels and clean water.
-Quarries and asphalt/concrete plants are known to cause a decrease in property value by more than 10 percent, often ranging from a decrease between 30-55 percent.
-The stopped trains on railroad tracks intersecting with Homestead road will increase and prevent emergency vehicles from reaching people who need them most. In addition, area school bus drivers will be navigating roads with trucks, heavy equipment and the stopped train congestion.
-Our county needs this floodplain and current drainage to prevent residents' homes from future floods.
High-industrial operations are not compatible with this area. Allen County citizens and our local environment deserve to be protected from industrial operations located in close proximity that would cause harm to our health and well-being. This proposed change of character to this area will have lasting negative effects.
We call on Allen County officials and Commissioners to deny the request to rezone, deny special use permits for this, and deny any change of variance. We request that Allen County officials and Commissioners would deny the request to develop this area into a quarry and asphalt/concrete plant.
