No Social Justice Without OBC Census

The Issue

Demand Inclusion of OBC Column in ongoing Census in INDIA 


India cannot achieve true social justice without accurate data. Since the 1931 Census, there has been no complete caste-wise enumeration of Other Backward Classes (OBCs). Policies affecting millions are still being made on assumptions rather than verified facts.


The current Census  format mentions only “SC, ST and Others,” which may wrongly merge OBCs into the “Others” category, preventing collection of reliable data on OBC communities.


Without accurate caste data:


■ Welfare policies remain incomplete and ineffective.


■ Reservation policies lack proper quantifiable backing.


■ Educational and economic inequalities continue unaddressed.


■ A large section of society remains underrepresented in policy planning.


Several commissions, including the Mandal Commission and Rohini Commission, have recommended caste-based data collection for OBCs. The Hon’ble Supreme Court has also emphasized the importance of quantifiable data for implementing reservation policies effectively.


Our Demands


☆Inclusion of a separate “OBC” Column in ongoing Census .


☆Proper caste-wise enumeration of OBC communities.


☆Transparent and evidence-based policy making.


☆ Fair representation and equitable distribution of welfare resources.


☆ Protection of constitutional rights and social justice.


A caste census is not about division — it is about visibility, equality, representation, and justice.


We urge the Government of India to immediately include OBC caste enumeration in the ongoing census exercise.
