Let me firstly introduce myself, my name is Karlee and along with my husband Mark and two daughters we live in Carnegie along the Pakenham line. On Monday thanks to an MP from the Opposition party David Davis informing the media, we learnt that the Andrews Government has "secretly" planned and sent to Cabinet for approval a proposal for elevated Skyrail style railway lines for a vast portion of the Pakenham/Cranbourne line and parts of the Frankston line WITHOUT adequate community consultation and showing a complete lack of transparency and honesty for those directly impacted if such a projects is built. Skyrail Bridges are the not the answer to Melbourne's congested SE railway corridors. At apparently 1/3 the cost of going under with level crossings, overpasses are definitely cheaper to build and no doubt a great alternative BUT In an area the is more suitable. They are NOT suitable for densely populated communities where homes ( many occupied with young families) abut railway corridors. Just take a walk under any number of current rail or road bridges in and around Melbourne's CBD and surrounding suburban outskirts and you will observe transient populations using these areas for accommodation, evidence of drug use and the crime that is associated with it, and prostitutes seeking out the "seclusion" that concrete bridge overpasses offer. Not to mention the continuous flow of dumped items from rubbish, household items to stolen burnt out cars. A walk down any section of the proposed route you will readily observe the current state of neglect and consistent lack of maintenance that is care of current management team Metro and Vic track. And whilst supporters claim to fill these areas with "Retail precincts" many shopping strips, some as far as Armadale and Prahran have readily pointed the finger at retail giant Chadstone Shopping Centre to be largely responsible for dwindling performances, something which is sure to affect any proposed shops built so close by. I am fairly sure that those who live within a 3 km radius of the train line will undoubtedly find that their once quiet suburban street is now besieged with a constant barrage of railway noise from Freight and V-Line train noise that will undoubtedly travel a lot further and for a lot longer than if it was in a cutting or trench as we were all led to believe it would be. From my discussions with MP Davis the concrete structure once complete with pylons, bridge, railway tracks and overhead wires may well reach in excess of 4 stories... So apart from the extra added noise disturbances there will also be the visual blight of this as well.. Anyone who has driven through the back streets to Oakleigh will undoubtedly agree that the area under and around the overpass at Warrigal road is an ugly eyesore filled with graffiti and vacant shops...about as unappealing as you can get. Our action needs to be swift and loud. This has already gone well past the initial planning stages and is virtually a done deal within the Andrews Government. The Government needs to hear our voice and our outrage at the lack of community consultations and the secrecy surrounding what is such a major urban design project affecting so many communities and neighbourhoods. Please help us let the Andrews Government that we deserve proper public consultation that is open and transparent.
