  1. What type of wireless facility is this?  For example, is it a macro tall tower, small cell on a light pole, a new pole, a strandmount or rooftop mounted antennas? 
    This facility will be a macro site. The proposal is for a 45m monopole tower with a 3m lightning rod on top and associated fenced equipment compound at its base. 


  2. What is the make and model of the antennas that would be on the facility? What type of frequencies and modulations would the antennas emit? 
    Models: FFV4Q4-65B-R7 and FFV4-65B-R6.
    The antennas will be utilizing 4G technology but will be able to deploy 5G when TELUS decides to turn on the 5G network. The frequencies will be as follows:
    4G: 700 , 850, 1900, 2100, 2600 MHz
    5G: 600, 2100 and 3500 MHz
    Like FM radio waves, microwaves, visible light, and heat, Radio frequency waves are non-ionizing radiation.
  3. What entities and companies are involved in the wireless facility? Note, this should include 1. the site owner/landowner for the area (ground, building) that the pole or wireless facility is built on, 2. The companies and/or entities that own or rent the pole and 3. The carrier that is using the antenna(s) for their network(s).

Landowner: Kent Percevault, of 1609 Green Lake Road. TELUS has entered into an agreement with the private landowner.
Tower owner: TELUS Communications Inc. is building this tower and will own the tower.
Carriers: Currently, TELUS is the only company that will have its equipment on this tower. However, other carriers will be able to make a request to TELUS to have their own equipment on the tower.


4. Where can I get a copy of the application by which this wireless facility was or will be permitted?
The local government received a package like the one attached, containing all the details about the proposal. On February 6th, 2023, an Information Package was submitted to the Regional District of Okanagan-Similkameen (RDOS), formalizing the consultation process with the land use authority. Antenna systems are federally regulated, and therefore there is no formal application. On April 24th, the Request for Concurrence for the proposal was submitted to the RDOS. This proposal should be on the September 7th Council meeting agenda (pending final confirmation) where Council will deliberate giving TELUS concurrence for the facility. Once the agenda for this meeting has been written, it will become public, and anyone can access the staff report and associated documents on the RDOS website.


5. What is the zoning, local ordinance or local regulations that apply to the facility? 
Because the federal government, (ISED) has authority over the approval and siting of Antenna Systems, local bylaws do not apply. However, TELUS is required to consult the local land use authority and, in this case, the RDOS does have an Antenna System approvals process in place that has been followed. Staff also requested that an environmental assessment be done for this proposal because it falls within an Environmentally Sensitive Development Permit Area, which has been completed.
Where can I access the Radiofrequency (RF) compliance report showing the facility will be in compliance with FCC human exposure limits.  
TELUS completes assessments internally before a site is built to ensure Safety Code 6 (SC6) exposure limits will be met. This analysis was completed for this site and the site was determined to be compliant without any mitigation measures required. Innovation, Science, and Economic Development Canada, (ISED) (the Federal Government), has made compliance with SC6 mandatory for all Canadian carriers and maintains a market surveillance program that routinely audits antenna installations and devices to verify compliance. TELUS attests that the installation described in this notification package will be installed and operated on an ongoing basis so as to comply with Health Canada’s Safety Code 6, as may be amended from time to time. The reports are not publicly posted. TELUS provides radio frequency calculations to landowners’ homes or neighbours near the proposal who request it.


6. What is the process by which this wireless facility is going to be permitted and approved for this location? 
The approval of antenna systems is of federal jurisdiction. ISED’s CPC-2-0-03 sets out requirements for carriers to consult the local land use authority and the public. Once carriers have completed the consultation requirements, they request for the land use authority to concur with the proposal and to agree that the carrier has completed consultation (this is the stage that we are at for this site).


7. Can more antennas be allowed on this facility? If so, what is the process for approval?
Yes, more antennas may be allowed on this facility, depending on the type of the equipment. TELUS will likely add more of their own equipment in the future. Other carriers may also wish to apply to TELUS to have their equipment on the tower, but this is an internal process between carriers and no municipal approval or consultation is required unless the height or placement of the tower changes.
