Isn't the slogan of the game 'Gotta Catch 'em All"? What happened?

In today's Pokemon segment of Nintendo Treehouse, they basically implied that not all Pokemon will be on Sword and Shield by saying that 'only Pokemon in the Galar Pokedex can be transferred from Pokemon Home'. 

While we understand that it may take more time to make the game if all Pokemon were added into it (though some claim that it won't since there are existing skins and whatnot from the 3DS games that they can just improve), it basically ruins the meaning of what a Pokemon game is all about which is catching 'em all.
