Your advocacy efforts were successful!! The RI Legislature passed the following bills to decrease opioid overdose deaths and support Rhode Islanders in substance use disorder treatment and recovery. Please thank your legislator for their support in this effort. S2460 Sub A/H7110 Requires health insurance providers providing prescription coverage to include naloxone coverage. S2656/H7616 Sub A Requires comprehensive discharge planning for patients treated for substance use disorders, opioid overdoses and chronic addiction. S2579 Sub b/H7117 Authorizes BHDDH to certify recovery housing facilities and programs for residential substance abuse treatment. S2823 Sub A/H8224 Requires pharmacies to transmit prescription information to the prescription monitoring data base within 24 hours of dispensing an opioid. Provides limits on amounts of opoids to be prescribed. S2693/H7772 Allows students who are diagnosed with substance use disorder or dependency to be referred to a Rhode Island recovery high school by a licensed clinician with funding from state appropriations. The legislation that failed to pass was: S2501/H7932 Defines coinsurance and prohibits insurance contracts or policies from using coinsurance to calculate and collect additional funds from patients. S2509/H7921 Adds a ($1.00) fee per covered life per month to be paid by 3rd party administrators of pharmacy benefit plans. The funds will go into a restricted receipt account and would be spent on opioid disorders. S2604/H7758 Requires the incorporation of substance abuse education into the health education curriculum.
