Overturning The Decision Of Mayweather V. Pacquiao To 'No Contest'

The Issue

Overview:

On May 2nd, 2015, Floyd Mayweather fought Manny Pacquiao for the WBA, WBO, WBC welterweight titles in front of thousands at the packed MGM Grand Arena. Floyd Mayweather won the bout via Unanimous Decision. In light of recent controversy of Floyd Mayweather taking an illegal dosage of IV fluids, I would like to propose to the Nevada State Athletic Commission and director Bob Bennett, that the fight be overturned to a 'No Contest' due to Mayweather's disregard for the rules and regulations of drug testing.

Background:

On September 9th, 2015, Thomas Hauser, respected boxing writer, wrote an article on SB Nation titled -- Can Boxing Trust USADA?, in which it discusses the legitimacy of USADA, the United States Anti-Doping Agency. In this article, it was implicated that Floyd Mayweather used WADA (World Anti-Doping Agency) banned IVs before fighting fellow welterweight champion Manny Pacquiao on May 2nd 2015. It was said that 750 ML of saline solution was injected into Floyd even though the legal limit of such injection intravenously are 50 ML per 6 hours according to WADA standards. The exception for this rule is "for those legitimately received in the course of hospital admissions, surgical procedures, or clinical investigations." These injections were administered at Floyd's house, according to the article. USADA strictly follows WADA rules according to numerous sources. WADA bans this dosage of injections because it is used to dilute or mask the presence of another substance.

USADA gave Floyd Mayweather a retroactive exemption 3 weeks after the fight with Manny Pacquiao. This went against protocol since USADA does not have the right to to grant an exemptions, only the Commission. Director of the NSAC, Bob Bennett is quoted as saying -- "I've made it clear to [USADA CEO] Travis Tygart that this should not happen again. We have the sole authority to grant any and all TUEs in the state of Nevada. USADA is a drug-testing agency. USADA should not be granting waivers and exemptions. Not in this state. We are less than pleased that USADA acted the way it did.". Manny Pacquiao was denied a legal painkiller, Toradol, for his injured rotator cuff due to not requesting it in a timely fashion. This request was denied by the Commission.

Response:

USADA responded by in a statement saying that -- "..Mr. Mayweather applied for and was granted a Therapeutic Use Exemption (TUE) by USADA for an IV infusion of saline and vitamins that was administered prior to his May 2 fight against Manny Pacquiao. Mr. Mayweather’s use of the IV was not prohibited under the NSAC rules at that time and would not be a violation of the NSAC rules today." It's made clear by NSAC director Bob Bennett that the commission has the sole authority to grant TUE's and not by the drug testing agency, USADA.

Floyd Mayweather has responded by denying that he had any wrongdoing by taking the IV before the May 2nd bout. "As already confirmed by the USADA statement, I did not commit any violations of the Nevada or USADA drug testing guidelines. ... I am very proud to be a clean athlete and will continue to champion the cause."

Manny Pacquiao, who is currently recovering for his injured rotator cuff before the May 2nd fight said that he is demanding punishment and a rematch against Floyd in light of the news that he has been using an illegal dose of IVs.

Action:

Let's spread the word and let the Nevada State Athletic Commission know that we don't want this fight to go on record as a 'Win' for Floyd Mayweather. It's the most appropriate response to Floyd's wrongdoing. Mayweather was in clear violation of WADA rules and showed a blatant disregard for the commission and for the sport we all know and love as boxing. 

Due to the notoriety of the Mayweather v. Pacquiao fight, this would be the perfect opportunity for the NSAC to exercise their right to review official decisions if they are to set a golden standard in officiating on the boxing world-stage. Newbies and those who are new to the sport of boxing can't know that Mayweather used illegal substances and got away clean without consequence. For years, Floyd has been claiming that he wants to clean up the sport of boxing but with your help, we will end his hypocrisy. Even though USADA are the ones who shouldn't have exempted Floyd for his 750ML of saline solution before a fight, He is culpable due to his knowledge of drug testing and experience of the fight game. Just because USADA is in the spotlight, doesn't mean that Floyd deserves a free pass from the Nevada State Athletic Commission.

Please sign this petition and help change the official result of the bout as a "No Contest". It will show that boxers and promoters who have a lot of influence in the sport, like Floyd Mayweather, are not above the rules and regulations of the sport.
