Drejtuar: Qeverisë së Republikës së Shqipërisë, Ministrisë së Bujqësisë dhe Zhvillimit Rural, Ministrisë së Turizmit dhe Mjedisit, dhe Ministrisë së Brendshme.

Përmes këtij peticioni, kërkojmë ndalimin e menjëhershëm të tregtimit të pakontrolluar dhe pa asnjë kriter të substancave me toksicitet të lartë (si fosfori organik, rodenticidet/helmet e miut dhe pesticide të tjera të rrezikshme) në dyqanet e luleve, tregjet agro-bujqësore apo pikat e pakicës.

Sot, në Shqipëri, çdo individ i palicencuar dhe i paautorizuar mund të blejë lirisht helme vdekjeprurëse, pa pasur nevojë të regjistrojë identitetin apo qëllimin e përdorimit.

Ky vakum ligjor dhe mungesë e plotë kontrolli po sjell pasoja katastrofike për shoqërinë tonë:

1. Krim i Vazhdueshëm ndaj Kafshëve: Çdo ditë, në qytetet dhe fshatrat e Shqipërisë, kafshët endacake dhe ato shtëpiake vriten në mënyrë mizore përmes karremave me helm në hapësira publike. Ky akt dhunon hapur ligjin dhe dëmton rëndë mjedisin dhe faunën vendase.

2.Kërcënim për Shëndetin Publik: Helmet e lëna pa asnjë kontroll në rrugë, lulishte dhe kosha mbeturinash rrezikojnë drejtpërdrejt jetën e qytetarëve, e veçanërisht të fëmijëve.

3.Përdorimi për Vetëvrasje dhe Krime: Statistikat tregojnë se këto substanca, për shkak të aksesit të lehtë, përdoren rregullisht në raste fatale të vetëvrasjeve apo akteve kriminale.

4.Mungesa e Kontrollit Tregtar: Nuk aplikohet asnjë kriter ligjor për të tregtuar këto substanca apo për të kontrolluar blerjen e tyre nga ana e qytetarëve dhe personave të papërgjegjshëm.

5. Rreziku i Sigurisë Kombëtare: Lehtësia me të cilën mund të blihen këto helme rrit rrezikun e sulmeve të mundshme me bazë kontaminimi në depozita uji apo ushqime

Këto masa janë bërë akoma më urgjente tani që Ministria e Turizmit dhe Mjedisit ka miratuar zyrtarisht Planin Kombëtar të Veprimit Kundër Helmimit (Urdhri Nr. 142, prill 2025).

Pa një ndalim të rreptë të shitjes së lirë të helmeve në dyqane, ky Plan Veprimi rrezikon të mbetet i pazbatueshëm në praktikë.

KËRKESAT TONA:    

Ndalimi i shitjes së lirë: Këto substanca duhet të tregtohen vetëm te personat e autorizuar, subjektet e licencuara dhe ekspertët e certifikuar të bujqësisë apo deratizimit.  

Regjistri Dixhital i Blerjeve: Çdo shitje e lejuar duhet të shoqërohet me Kartë Identiteti (ID) dhe të regjistrohet në një sistem shtetëror për të monitoruar qëllimin e përdorimit.  

Ashpërsimi i gjobave dhe inspektimeve: Dyqanet që thyejnë këto rregulla duhet të përballen mediatikisht dhe ligjërisht me heqje të menjëhershme licence dhe ndjekje penale.

STOP THE UNCONTROLLED SALE OF TOXIC SUBSTANCES (POISONS) IN THE REPUBLIC OF ALBANIA

The Government of the Republic of Albania, the Ministry of Agriculture and Rural Development, the Ministry of Tourism and Environment, and the Ministry of the Interior.

Through this petition, we demand an immediate ban on the uncontrolled and unrestricted sale of highly toxic substances (such as organophosphates, rodenticides/rat poisons, and other hazardous pesticides) in flower shops, agro-agricultural markets, and retail outlets.

Today in Albania, any unlicensed and unauthorized individual can freely purchase lethal poisons without being required to provide identification or state the purpose of use.

This legal vacuum and complete lack of oversight are leading to catastrophic consequences for our society:

1. Ongoing Cruelty Against Animals: Every day, in the cities and villages of Albania, stray and domestic animals are cruelly killed using poisoned baits in public spaces. This act openly violates the law and severely damages the environment and local wildlife.

2. Threat to Public Health: Poisons left completely unattended on streets, in parks, and near trash bins directly endanger the lives of citizens, especially children.

3.Use in Suicides and Crimes: Statistics show that due to easy access, these substances are regularly used in fatal cases of suicide or criminal acts.

4.Lack of Commercial Oversight: No legal criteria are applied to commercialize these substances or to control their purchase by ordinary citizens and irresponsible individuals.

 5.National Security Risk: The ease with which these poisons can be purchased increases the risk of potential contamination attacks targeting water reservoirs or food supplies.

Regulating this trade has become even more urgent now that the Ministry of Tourism and Environment has officially approved the National Action Plan Against Poisoning (Order No. 142, April 2025).

Without a strict ban on the open sale of poisons in retail stores, this state plan risks remaining unenforceable in practice.

OUR DEMANDS:

Ban on unrestricted sales: These substances must only be sold to authorized individuals, licensed entities, and certified experts in agriculture or pest control.

Digital Purchase Registry: Every permitted sale must require a National ID card and be registered in a state database to monitor the intended purpose of use.

Stricter penalties and inspections: Stores that violate these regulations must face legal and public accountability, including immediate license revocation and criminal prosecution.
