Further compounding the RSA’s misleading messaging is the role of Applus+, the private company entrusted with administering the NCT. In 2008, Applus+ was awarded a 10‑year contract to operate the NCT scheme—a deal reportedly valued at approximately €150 million. This highly lucrative arrangement was a key part of the RSA’s move to outsource the NCT service, yet it raises serious questions about transparency and accountability.
