

National Petition to End Mass License Plate Surveillance
The Issue
To the President of the United States, Members of Congress, State Legislatures, Governors, Local Officials, and Law Enforcement Agencies Nationwide:
We, the undersigned citizens and residents of the United States, call for an immediate end to the use and expansion of Flock Safety camera systems and similar automated license plate reader (ALPR) networks throughout the country.
The United States was founded on principles of individual liberty, limited government, personal privacy, and freedom from unreasonable surveillance. As technology advances, these fundamental rights must be protected rather than eroded.
Across the nation, thousands of automated cameras are recording vehicle information, creating extensive databases that can reveal where people live, work, worship, seek medical care, attend political events, visit family members, and conduct their daily lives. While these systems are often promoted as tools for public safety, they also raise serious concerns about privacy, civil liberties, government overreach, and the potential for misuse.
We believe that NO American should be subject to constant monitoring simply for traveling on public roads.
We Are Concerned That:
- Mass collection of vehicle data allows for the tracking of law-abiding citizens who are not suspected of any crime.
- Large surveillance databases can be vulnerable to misuse, unauthorized access, data breaches, or improper sharing.
- Surveillance technologies often expand beyond their original purpose with insufficient public oversight.
- Citizens are frequently unaware of the extent to which their movements are being recorded and stored.
- The growth of nationwide surveillance infrastructure threatens fundamental rights to privacy, free association, and freedom of movement.
We Call Upon Federal, State, and Local Governments To:
- End the deployment and expansion of Flock Safety cameras and similar mass license plate surveillance systems.
- Remove existing camera networks that collect and store vehicle movement data on the general public.
- Prohibit the creation of nationwide vehicle tracking databases that can be used to monitor the movements of Americans.
- Require full transparency regarding any surveillance technology currently in operation.
- Establish stronger legal protections for privacy, civil liberties, and personal data.
- Ensure that any investigative technologies are narrowly tailored, subject to judicial oversight, and respectful of constitutional rights.
Our Position:
We support effective law enforcement and public safety. However, public safety should not come at the cost of creating systems capable of tracking the daily activities of millions of innocent people. Americans should not have to choose between security and freedom.
This petition is not about opposing technology; it is about preserving the constitutional principles that define our nation. Privacy is not a privilege. Freedom of movement is not a privilege. These are essential rights that deserve protection.
We urge lawmakers and public officials across the United States to take action to safeguard the liberties of current and future generations by ending mass license plate surveillance and restoring the balance between public safety and individual freedom.
