

They thought it was okay to "cuff him, tie a rope around his waist" and lead him as a prisoner through the streets of Galveston, Texas. 43 year old Donald Neely, is homeless but police call it "trespassing" and for that - led him away as a prisoner "cuffed and tied to a rope".
The police chief has apologized saying that his officers used "poor judgement". The fact that they literally saw "nothing wrong" with this,
is indicative of the mindset police are working with, when dealing with people of color. It is a mindset that does not see "a human being"
with family, friends and loved ones. It see's an animal that may attack at any given moment and needs to be subdued. That means, that
immediately upon approaching, they are already in fear and the victims had nothing to do with it! So police have murdered innocent people,
they "never viewed as people" in the first place.
When you are viewed as an "animal" the slightest movement will get you killed! And like any animal that doesn't "obey" commands, you
are punished even if you don't understand. "Pain" is the conductor being used to enforce compliance - not understanding. Because
animals have no need to understand, only to obey! Donald Neely was evidently viewed as a "lost puppy" "a stray dog" who needed to be
leashed and led away. But you don't treat a human being "like a dog". And that is precisely what was done here.
