

There is now a legal battle between the RIDEM, the State Properties Committee, the Town of Narragansett who are all fighting against Procaccianti Developers legal team. The RIDEM has officially terminated its lease with Procaccianti Developers (PRI X). The Town of Narragansett has ordered Procaccianti Developers to demolish the abandoned Lighthouse Inn. Procaccianti Developers is now arguing that the RIDEM has no right to terminate its lease and that the Town of Narragansett has no right to order PRI X to demolish its building. I read the latest legal briefs filed by Procaccianti Developers, and I found it was filled with false information and fallacious reasoning. I therefore compose the below letter and sent it to their attorneys representing the RIDEM, the RIAG / State Properties Committee, and the Town of Narragansett, in the hope the information will clearly show Procaccianti Developers has to terminate its lease and demolish its abandoned hotel. Sadly, this year, Procaccianti Developers were still allowed to operate its street level parking lot even though its lease has been terminated.
Dear Honorable Attorneys Christopher Zangari, William R. Landry, Mathew Shaw, and Mark Davis,
I would like to thank you for your willingness to fight for justice for our State of Rhode Island. As you know Procaccianti Developers has created a health, safety, and an environmental hazard in Galilee, RI by intentionally abandoning the Lighthouse Inn. PRI X purposely abandoned their hotel in the hope of having it demolished, so it can create a massive street level parking lot in Galilee. In addition, our Narragansett Town Manager and our Building Inspector confirms the building needs to be demolished as soon as possible.
When Attorney Toratino noted to Brian Amaral PRI X did not own the Lighthouse Inn, I was in disbelief. I went to the Narragansett Town Hall, and I pulled the record card to verify Procaccianti Developers are the property on record.
I think it was more than coincidental that just prior to Champlin's Marina was purchased by Procaccianti Developers the Marina was approved for expansion by CRMC Officials and approved by a lower court judge. The Town of New Shoreham hired out a lawyer, and the case was finally heard in the State Supreme Court, and it ruled Champlin Marina was approved to be expanded upon illegally. Now in Narragansett and throughout the State of RI residents felt blocked out. We had a demonstration in Narragansett, and the news stations failed to cover it. When I sent them the video, and signed the release, they still failed to show the video. After repeated requests for the RIDEM to take action, the RIDEM did terminate the lease as Procaccianti Developers clearly violated the terms of its initial lease. I am hoping that each of you work collectively to consider issuing you a cease and desist order to Procaccianti Developers. In addition, I hope the State can order the demolition as soon as possible and pass the expense to Procaccianti Developers. According to their website, Procaccianti Developers control over 10 billion in real estate investments: Procaccianti Companies.
I spoke with a worker for Procaccianti Developers and he told James he needed to create a viable development for Galilee, but he was told James wanted to get the biggest bang for his buck and that is to continue to use the land as a street level parking lot. This summer, Procaccianti Developers put up banners to promote his Marina, and notes a shuttle off of the Block Island Ferry will bring people to the Marina. It is puzzling why Procaccianti Developers has been allowed to continue with his street level parking lot this year, as his company has caused the worst environmental, health, and safety hazard on RIDEM leased land in its history.
I am submitting the latest legal brief filed by the PRIX legal team. Most recently, on Tuesday, September 5th, 2023, I presented to the Narragansett Town Council a summary of the most recent amended complaint filed by Attorneys Toratino and Benjamin of Adler Pollock & Sherman. A little about myself. I have been an educator from the State of Rhode Island for 33 years. I have obtained a Bachelor of Science Degree in Mechanical Engineering. I hold a life certification in Secondary Mathematics. I have a Master Degree in Education, and I am certified as a school administrator. I obtained my doctorate in secondary mathematics with concentrations in technology and statistics. In my doctoral work, I excelled at examining research and determining fallacious reasoning and biased studies. I have been following Procaccianti Developers, PRI X, since they purchased Champlin's Marina and when PRI X attempted to have the RIDEM create a street level parking lot in Galilee.
After all the proposals for the RFP that was co-generated by the RIDEM/PRIX all proposals were rejected by the RIDEM, and then the RIDEM announced it was going to give PRIX a 16 year lease to continue to operate its parking lot. However, this statement was quickly redacted.
After the RIDEM announced the lease will be terminated, I was hoping the Town of Narragansett or the State of RI could operate the parking lots until a mixed use development could be approved for Galilee. Several research studies were drawn up by the landscape architectural department by the University of Rhode Island. It is my hope and virtually all the residents in Rhode Island that Procaccianti Developers is forced to leave Galilee as soon as possible. If an ordinary citizen or business purposely abandoned its property and created a health, safety, and an environmental hazard one would face fines and possibly imprisonment. I feel this lawsuit by the State and the one filed against the Town of Narragansett needs to be made public on all the media news stations, the Providence Journal, and the Boston Globe. I do feel if the egregious actions of Procaccianti Developers are brought out to the public via all the media, it would encourage James Procaccianti and Joseph Paolino to leave Galilee once and for all.
I have visited the Sailing Museum in Newport. We can consider having a Maritime Museum in Galilee. A consolidated parking garage can also be built in Galilee. A research center or a Maritime Academy can also be considered. And a maritime playground would be worth considering.
Please review all the attached documents, and I hope they will be of value to each of you. I hope Attorney Zangari may be able to pass his fees off to Procaccianti Developers as Attorney Landry noted in his legal briefs. I also hope you all can work together collectively to win your cases against Procaccianti Developers.
