Dear Director Gray, 


  I would like to congratulate you on your appointment as the RIDEM Director.   The residents in Narragansett and our elected officials are hoping you will be able to use everything in your power to help improve Galilee.    The Town of Narragansett put forth a viable proposal for a mixed-use development.    A consolidated parking garage would be ideal for the area as well as many of the other recommendations that were generated by the URI Studies.     I would recommend the RIDEM terminate its month-to-month lease with Procaccianti and Paolino immediately as they breached the terms of their original lease and created an environmental hazard for the State, the Town, and the community, and the commercial fishermen.    The Town of Narragansett should be given the option to take over the lease, where the income would help the Town use that money to help and not hurt Galilee.  


Just yesterday, I read that RIDEM is looking for a person or people that shot down a swan.   It is criminal for anyone to intentionally hurt wildlife, yet in the videos I have seen inside the former Lighthouse Inn, I saw dead seagulls that died as a result of the purposely abandonment of the Lighthouse Inn.  Here is a link to one of the videos:  https://youtube.com/watch?v=OLVBI5j9fZA&si=EnSIkaIECMiOmarE    If it was you or I who allowed this to happen, we would justifiably face criminal prosecution as we would have created an environmental hazard that is killing wildlife.  Therefore, regardless of how much money Jame Procaccianti and Joseph Paolino may have, their legal team would not be able to sue the State or the RIDEM if you break their month-to-month lease.     You would be praised as a hero.     However, I feel if you continue to allow Procaccianti and Paolino to maintain its month-to-month parking lot lease in Galilee, then I feel the RIDEM, and your legacy will be forever remembered as a Director who enabled big time businesspeople to forever destroy Galilee.    


   At the Change.org website we have an online petition that has over 4000 signatures that support a mixed-use development for Galilee.    The supporters donated more than $5000 dollars in support of the petition to spread the word that we need a viable mixed-use development for Galilee.    When I attended the initial Zoom meetings with your legal counsel Mary Kay, representatives from Procaccianti Developers, and our Town Council,  Mike Vocolla, legal counsel for Procaccianti Developers stated Galilee is noisy and smelly.     Sadly, what stinks is the abandoned and environmental building his multi-billion-dollar development team created.  


    I was glad to see representatives of the RIDEM were able to attend the presentation conducted by Professor Will Green, Landscape Architect, Charles Cardberry, and their students.   Both the first and the second study for Galilee were very well done.    I hope the RIDEM will sit down with our Town leaders, Professor Green, and Landscape Architect Charles Cardberry and cherry pick the best aspects of both studies for Galilee.     While the RIDEM was critical of the Town's study due to budgetary concerns, I feel we can tap into money for a parking garage and many of the other ideas presented in the studies as the State did so for the parking garage at the RI Convention Center and Providence Place.     In addition, the State does fund programs for what it believes are worthwhile developments.  The soccer stadium is getting funds for its construction, and the superman building is getting funds to retrofit that building.     The Providence Public Library receives state funds, and the list goes on.  The State has over a 12 Billion Dollars to spend this fiscal year, so using that money to build a parking garage, and to create a viable development for Galilee would be well worth spending.      I for one will never go to see a soccer game, but if you build a Maritime Museum and other worthwhile attractions for people to see and visit in Galilee, then it will be utilized by many.  One only has to go to New Bedford or Mystic to see what can be created at seaside villages.    


We are hoping the RIDEM will require Procaccianti Developers to demolish its abandoned building, and that the RIDEM prevents them from ever obtaining another lease.   The State and the Town of Narragansett should not be required to clean up their mess.    The Procaccianti and Paolino team have deep pockets, so they can well afford the demolition.   Here is a link to their website:   Procaccianti Companies.   Let us hope that Procaccianti and Paolino will not be able to continue with its month-to-month lease throughout this upcoming year.    If they do continue with their month-to-month lease, they will be the biggest winners, and the State, the Town, and the Commercial Fishermen will be the biggest losers.   As our Narragansett Town Council President has noted and many others, this is a once in a lifetime opportunity for us to save Galilee from being used as primarily street level parking.    Please let the Town take over the lease and may the RIDEM take all legal action to prevent Procaccianti and Paolino from retaining its lease in Galilee.

I should have copied the article below that was printed in today's Providence Journal, and I should have sent it in the email I sent the Director this morning, but it clearly shows if someone purposely does harm to wildlife they can be fined and imprisoned.    I guess if you have a billion dollars in assets you are allowed to intentionally abandon your hotel and cause harm to the environment and wildlife as a result of your gross negligence and you can get away with it.   If you click on the below link to the video inside the abandoned building, you will see a mold filled hotel with dead wildlife.

State investigating after swan apparently shot, killed on Warwick's Gaspee Point

The State Department of Environmental Management is investigating after a swan was apparently shot and killed on Warwick's Gaspee Point.

The mute swan was apparently shot in its face and body, according to Michael J. Healey, chief public affairs officer for the DEM.

It's illegal to hunt swans in Rhode Island. Additionally, the waterfowl season ended Jan. 22.

"We're trying to find out if someone shot the bird accidentally or purposely," Healey said.

At about 2:30 p.m. Wednesday, the DEM sent a wildlife control specialist to Gaspee Point to pick up the dead bird from Warwick Animal Control, which contacted the DEM.

  
A biologist with the DEM's Division of Fish and Wildlife is doing a necropsy, or animal autopsy, Thursday to determine how the bird died, and what kind of projectile was used, Healey said.

If it turns out to be a case of malicious killing of an animal, the person responsible could be charged with a felony and face up to five years in prison and a $5000 fine according to Healey.
