 It is a tale of two cities.    Champlin had invested millions on the purchase of his Marina (19Million), and he is spending millions on renovating it, yet for the 5-acre parcel in Galilee that his company has leased for over 10 years, he let it to go to hell and he has previously proposed primarily a street level parking lot.  Look at how Procaccianti Developers has purposely let his leased land in Galilee become a haven for scavengers by failing to maintain the land and the property on the land according to his lease obligations.  Please view the YouTube presentation titled: Lighthouse Inn Site-Port of Galilee.    His Breach of His Lease should disqualify Procaccianti Developers from even being considered as a potential candidate to renew his lease.  Who in their right mind will allow a tenant to continue to lease out a property or an area of land if the property and the land has been trashed and has become an eyesore?   What agency would allow someone to renew a lease if the former leases breached the conditions of the lease?   If a governmental agency does renew the lease to a company that has shown such disregard to state land that has been previously leased out, I feel the governmental agency should be sued by the Town for recklessly putting the Town in peril and for mismanagement of the land that was entrusted to them.   Procaccianti called the area smelly.   If it is smelly, it is because his company made the leased land a haven for scavengers by purposely neglecting it.    He then adds, the only thing suitable for that land is primarily a parking lot.   Does his company and their representatives think we are stupid?   His company has created the eyesore in the hope people may feel nothing other than a parking lot could be placed in that area.    A parking lot would allow Procaccianti Developers to get the biggest bang for their buck.  In addition, a parking lot would hurt Galilee, as it will primarily only attract those who want to park in the area to go to Block Island.   Let us not forget, a street level parking lot is primarily a cash business.   One can potentially hide much of the income coming in from a cash business.  Also, the more people who go to Block Island, the more likely some will go to Champlin's Resort and Marina.   I feel it was more than coincidental that the Champlin's Resort and Marina was determined by the Rhode Island Attorney General's Office was illegally expanded upon just prior to Procaccianti purchasing Champlin's Resort and Marina.   Here is a video you may find of interest.   It was produced by the Hummel Report:  Champlin's Marina Expanded Without Proper Approval: https://youtu.be/gDB5dK42d2M

  Now the elected officials and the residents of Block Island are fighting the expansion as the expansion can cause great harm to the fragile ecosystem.   Procaccianti out of the kindness of his heart did not say the expansion should have been considered wrongfully done as it will cause harm to the fragile ecosystem of Salt Pond, so the expansion should be overturned.   Do Procaccianti and Paolino really care about the concerns of the residents, the local businesses around their business or the fragile ecosystem around their businesses or are they concerned about the mighty dollar? His company bought a property that through its expansion just prior to the purchase can have devastating effects for Salt Pond, and Procaccianti created an eyesore in Narragansett by neglecting the leased land and property in Galilee that his company had under their control for over 10 years.    Mr. Procaccianti and Mr. Paolino should give deep thought on how their actions of their business are having a harmful effect on all those who live, work, and the fragile environment that surrounds the areas of land they have under their care.    Now in Narragansett we have our own fight over a 5-acre parcel of land that has been leased out for over 10 years to Procaccianti Developers.    Procaccianti has had a total disregard with respect to the eyesore he created in the Heart of Galilee.     Therefore, the RIDEM should not even consider having Procaccianti renew his lease.  Only the Town of Narragansett's Proposal is a viable plan for the Heart of Galilee.   The Town of Narragansett's Plan is supported by sage individuals in landscape architecture, marine science, research from our local university that is known for having one of the best graduate schools in oceanography, and a group of experts who have dedicated their lives to improve Galilee (Friends of Galilee), and local businesses.  The Town of Narragansett, South County, and all of Rhode Island has never had such uniformity for support on an issue.    Many who have been at odds on other agenda issues in Narragansett and throughout the State of Rhode Island are all supporting the Town of Narragansett's Proposal for Galilee.   

The proposal for a seafood processing plant should be thrown out as the area of land is not zoned industrial.    Therefore, it would be illegal to put an industrial plant on that area of land.   In addition, a seafood processing plant would not help Galilee.      A seafood processing plant will not help the local economy, nor will it serve to attract people to visit Galilee.    In addition, it will lower the property values of all residential and businesses around that area.   A seafood processing plant would not help our local fishing industry.   Let the Quonset Aqua Fish Processing Plant be constructed in Quonset.   Its name would be fitting for the Quonset area.  Let us hope and pray the RIDEM will select the Town of Narragansett's Proposal, as it is the only viable plan for Galilee.     

My advocacy for Narragansett is in memory of my Beloved Father, Albert Alba, Sr.  My dad presented his ideas at the Narragansett Town Council for many years to improve Narragansett for its residents and its area businesses.
