Please Revise Your Map: Back off from Limpiadhura, Kalapani, and Lipulekh of Nepal

The Issue

Mr. Narendra Modi; Honourable Prime Minister, Government of India; 7, Race Course Road, New Delhi; @PMOIndia @Narendramodi

Dear Honourable Prime Minister of India,

Namaste!

As a sovereign Nepali, this petition is to make our humble request to you to revise the political map of India that has engulfed nearly 400 sq. km. of Nepali land including Limpiadhura, Lipulekh, and Kalapani area of Nepal.

The following key sources, besides many other historical facts, clarify River Kali or Kuti Yankti as the boundary between India and Nepal in the western boundary of Nepal.

1. The Treaty of Sugauli 1815, Article 5, clearly states that Nepal would not have any concern on the land west of the River Kali: "The Rajah [Raja] of Nipal [Nepal] renounces for himself, his heirs, and successors, all claim to or connection with the countries lying to the west of the River Kali, and engages never to have any concern with those countries or the inhabitants thereof." (Source: http://nepaldevelopment.pbworks.com/w/page/34197552/Sughauli%20Treaty%20of%201815%3A%20Full%20Text )

2. Almora Gazetters,1911, (p. 4) clearly states the main source of River Kali: “The Kali on the east has its true source in the Kuthi-Yankti which after the infall of the Kalapani river takes the name of Kali. The Kuthi river has a south-easterly course to the junction” (p4). (Source: https://archive.org/details/in.ernet.dli.2015.181493/page/n3 )

3. Finally, the political map of India that you published on 02 and 08 November 2019 clearly shows the course of River Kali; however, the map extends beyond your boundary from River Kali to engulf the land up to River Kalapani.

We hope you will take this request seriously to sustain the historical relationship between the peoples of India and Nepal.

May Pashupatinath, Allah, and Buddha bless you and the People of India!

Sincerely,

Keshab Thapa, On behalf of All Nepali People
