My Two Sense: Petition to Establish a 2% Taxpayer Allocation Option

The Issue

We, the undersigned, support the enactment of the Taxpayer Allocation Choice Act (TACA) – legislation that gives U.S. taxpayers the right to direct 2% of their federal tax payments to the federal agencies and programs they believe in most.

This petition is led by My Two Sense, a citizen-powered initiative headed by Heather Campbell that is advocating for greater transparency, accountability, and taxpayer participation in how 2% of their tax dollars are directed.

The idea began over two decades ago, when the Sarbanes-Oxley Act was passed to hold corporations accountable to their shareholders. Campbell, who led investor communications for a publicly traded company at the time, thought: 

"If investors deserve transparency and choice… why don’t taxpayers?
After all, our biggest investment isn’t in stocks — it’s in taxes."

At My Two Sense, we believe:

  • Taxpayers deserve a voice in how a portion of their contributions are allocated

  • A 2% allocation option empowers individuals without disrupting the federal budget

  • Full agency disclosure and visibility into spending builds trust in government

We call on Congress to introduce and pass legislation creating a taxpayer-directed allocation system for 2% of federal taxes, and to publish a comprehensive list of all eligible agencies and annual federal spending.

It’s time to give the people a say. Even if it’s just two cents.
