Better Traffic Calming Measures - Joel Lane, Gee Cross
The Issue
Joel Lane is a very steep, busy lane leading directly to Werneth Low Country Park; for much of its length there is no pedestrian footway and traffic calming measures are inadequate.
At the lower end of Joel Lane drivers frequently mount the pavement to race past parked cars and they also use this section to increase their speed way over and above 30mph for the ascent up the hill or continue their speed on the descent down the hill, this occurs at all times of the day and night.
Residents with driveways are often times restricted in their view of the Lane and have resorted to installing convex mirrors to provide the adequate view needed as they merge onto the Lane, despite this there have been a number near misses.
Local people avoid walking to the Country Park as there is no pavement nor marked walking area for much of the length of the Lane.
The speed cushions that were installed many years ago at the upper section of Joel Lane have not only lost their markings, they are difficult to see, do not span the width of the road and they are low in height.
Vehicles tend to straddle the humps to maintain speed. This not only means they are unexpectedly on the wrong side of the road, it also means the humps have little to no effect on the speed which vehicles reach, especially at the lower section of the Lane.
An advisory maximum speed sign and “Road Narrows” sign have been damaged and covered by hedgerow, to the extent that they are no longer visible to motorists.
Over the years there have been accidents involving cars, houses and property.
We want to prevent this and avoid the absolute worse case scenario in a person being injured or killed.
We ask for a review to be undertaken of traffic calming on Joel Lane and adequate measures be put in place to end the unnecessary and dangerous behaviour of motorists.
