Modernize Barbering in South Carolina—Protect Our Profession, Strengthen Our Future

Barbering is a skilled trade with a proud history and an essential role in communities across South Carolina. However, the laws and regulations governing our profession have not kept pace with the evolution of the industry. It is time to modernize barber education, licensing, and governance while maintaining the high standards that protect both professionals and the public.

The South Carolina Barber Coalition is calling on the South Carolina General Assembly and the South Carolina Board of Barber Examiners to support meaningful reform—not deregulation. We believe barbering should continue to be a seperate licensed profession with strong educational standards, public safety protections, and independent representation.

Our coalition is advocating for three key priorities:

1. Protect Barbering Through Modern Regulation—Not Deregulation

We oppose efforts to deregulate the barber profession. Instead, we support modern, industry-specific regulations that recognize barbering as a distinct skilled trade with its own educational, licensing, and professional standards. Barbering deserves independent representation and policies designed specifically for our profession.

2. Create a Better Pathway to Becoming a Barber Educator

South Carolina should modernize the pathway to becoming a barber instructor. We support a streamlined process that emphasizes teaching ability, professional competency, and instructor training rather than relying solely on years of licensure. Future barber educators should complete a teaching methodology course and demonstrate the skills necessary to prepare the next generation of licensed barbers.

3. Reevaluate the Scope of Barber Licensure

Today’s barbers provide services that extend beyond what current regulations often recognize. We support a comprehensive review of the barber license scope to ensure it reflects modern barbering practices, including textured and natural hair services, contemporary techniques, and evolving client needs while maintaining public safety and professional excellence.

These reforms are not about lowering standards—they are about raising them. By modernizing barber education, strengthening the instructor pipeline, and ensuring our licensing laws reflect today’s profession, South Carolina can become a national leader in barbering.

We urge our legislators, the South Carolina Board of Barber Examiners, barber educators, school owners, licensed professionals, and community members to support these efforts.
