New Jersey requires just under 1,000 hours of classroom education to become a licensed barber. Creating a financial and time barrier for many talented individuals already working in shops. Across the state, barbers are learning the craft hands-on every day. Without a legal pathway to become licensed, many are left stuck between experience and opportunity. 

The Problem

The current system:

• Limits access for working-class individuals

• Forces people into expensive programs they may not be able to afford

• Does not fully recognize real, hands-on training happening inside barbershops

Many skilled individuals are already doing the work in the field however their lacking a structured, legal path to certification.   

The Solution

Bill A4299 introduces apprenticeship pathways that allow aspiring barbers to learn through supervised, real-world experience while working inside licensed establishments. This approach aligns training with how the industry already operates in a Hands-on, skill-based, and mentorship-driven.  

Why This Matters

This isn’t about removing education… it’s about modernizing it.

Apprenticeships would:

• Create legal pathways for unlicensed barbers

• Strengthen small businesses

• Maintain professional standards through supervised training

• Open doors for the next generation  

Call to Action

We are calling on New Jersey legislators to:

• Support the implementation of A4299

• Establish structured, accessible apprenticeship pathways

• Expand opportunities for individuals pursuing careers in barbering
