Do Violent Rapists Deserve Early Release?

Raurangi Mark Marino was sixteen when he viciously assaulted and raped an innocent five year old girl. This horrific crime stunned the nation, bringing shame and public outrage to the Turangi community and New Zealand.

On the 21st of December 2011 Marino wandered into the campground Club Habitat in Turangi. A campground hosting a family of four traveling to New Zealand from Belgium.
While the victims parents were in the campground’s communal kitchen; Marino made the decision to enter the caravan where a young girl and her younger brother slept. Marino grabbed the young girl, punching her in the face when she tried to escape. He continued beating the young girl, choking her until she lost consciousness.

This innocent young girl endured the most horrifying attack. Her tiny body brutality and violently raped. Her internal and external injuries were so severe she required emergency lifesaving surgery.

For over four hours this little girls parents sat and waited while the paediatric surgeons worked carefully to repair the horrific damage Marino had done to this innocent child.

Imagine how traumatic this must have been for the parents of this young girl. Imagine how difficult it would be for the little boy trying to understand why his sister was covered in blood, naked, beaten and bruised. Imagine the fear, the hopelessness felt as the family sat in a foreign hospital waiting room; in a Country they did not know, watching and waiting for a doctor to inform them if their daughter would survive.

Senior police officers who investigated Marino’s violent assault said it was the worst case they had ever witnessed in their 28 years on the force.

When Marino was approached by the police he declined to make a statement. Only after Marino was confronted with undeniable forensic evidence did he agree to talk to the police.

Marino plead guilty to charges of sexual violation by rape, causing grievous bodily harm with intent to commit a crime and burglary.
Marino was sentenced to ten years in Prison, a pathetic sentence which did NOT truly reflect the seriousness of this vicious and selfish assault.

After serving only seven years of his ten year sentence, the Parole Board have made the decision to release Marino back into the Community. He will be released by the end of July.

In March 2018, the Parole Board assessed Marino as being high risk of violent offending and a moderate to high risk of sexual offending.
Then in April 2019, the Parole Board decided that Marino was no longer a high risk violent offender, nor was he considered to be of moderate to high risk of violent sexual offending.
Marino; who is now twenty three has become an undue risk to society in only 12 months - according to the Parole Board.

We wrote to the Parole Board voicing our ongoing concerns about Marino being released. We addressed several issues; asking detailed questions relating to his offending, his previous Parole Board hearings and his special release conditions. All of our questions and all of our concerns went unanswered.

Why should a convicted violent offender, who chose to brutally rape an innocent five year old child be given the right, the privilege of early release? Why does Marino deserve his freedom when he stole everything from an innocent victim and her family?

Marino’s victim is now 12 years old; she is still a child. What rights did she have? Her innocence was stolen in the most horrific, life-altering, cruel, disgusting assault. This young girl, her parents and her brother will forever carry the effects of Marino’s selfish actions. Marino had a choice - his innocent victim did not!!

Raurangi Marino should NOT be released back into the Community. The Parole Board do NOT have to release him. The Parole Board have CHOSEN to release a man capable of serious violent offending. A brutal rapist who in 12 months went from high risk to an undue risk. Yes he has ‘special conditions of release’ but who will be diligently monitoring Marino and the choices he makes? Who will be responsible for the safety of our Community?
