Home Ownership Campaign (Stamp duty exemption) for all Rakyat - not Developers only!

The Issue

To stimulate the property market and provide financial relief to home buyers, among the initiatives the government announced is for the Home Ownership Campaign (HOC) to be reintroduced where stamp duty on instruments of transfer (MOT) and loan agreement for purchase of residential homes priced between RM300,000 to RM2.5 million (limited to 1st RM1 million of home price for MOT) is to be exempted.

However, this initiative only applies to purchases of properties from Housing Developers (primary market) and not existing Home Owners (secondary market).

Who is affected?
1. Home Owners who just want to get rid off their assets-turned-liabilities. (Many are in deep financial issues due to Covid-19 and other reasons).

2. Purchasers who want to purchase secondary market homes at a lower cost. Purchasers can save up to RM24,000.
- This incentive shouldn't be the reason for Purchasers to set aside properties from the secondary market.
