Regulate the Organic Law for the autonomy and independence of indigenous communities in CO

Hello, I am Daniel Gutiérrez Patiño, founder of the Saving the Amazon Foundation and I want to invite you to heal the historical debt that Colombia has with its indigenous communities.
 
In the Colombian Amazon, the deforestation rate of indigenous territories, from 1991 to date, has been six times lower than the places that are not inhabited by these communities. Indigenous communities are the guardians of our forests and those who have learned to love and respect them though increasingly are losing their territories.
 
Their culture and worldview represent an alternative to the extractive development model that we have internalized in the country. Indigenous communities are the symbol of a humanity that can live in harmony with nature. Even so, they have been completely ignored by past governments and currently have a poverty rate twice that of the Colombian average. Every day the culture of these communities is more in danger and with that the health of our forests.
 
The Colombian Constitution of 1991 dictates in its article 329 that "The conformation of the Indigenous territorial entities will be made subject to the provisions of the Organic Law of Territorial Ordering". 30 years have passed and neither the governments nor the Congress have wanted to regulate this organic law that allows indigenous communities to become Independent Territorial Entities.
 
Currently, the Colombian government presents its environmental policy of protected areas (including indigenous reserves) as a success at the international level, but to be consistent with its discourse, it must fulfill the historical debt that it owes to indigenous communities and give them their longed-for autonomy.
 
Only to the extent that indigenous territories can enjoy true autonomy and state support, will they be able to preserve their traditions and with that continue to be the guardians of our planet. Saving the Amazon and OPIAC (Organization of Indigenous Peoples of the Colombian Amazon) want to ask the National Government, especially the Minister of the Interior, Daniel Palacios, to comply with what is enshrined in the constitution and promote the bill to regulate the Organic Law to the one referred to in article 329.
