This document proposes the enactment of H.R. 92988-7L, establishing the American Universal Basic Income system and the Active Social Security Life Insurance Rebate structure to modernize federal income distribution, tax reconciliation, and financial verification systems.
The proposal establishes a federal governance and economic pilot program in Wendover, Utah and West Wendover, Nevada for the period of 2026 through 2036.
The objective is to test an integrated system that connects income, benefits, taxes, investments, and obligations through a secure national financial portal connected to an updated Social Security verification system.Section 1 — Historical Federal RecognitionThis legislation recognizes the historic presence of the Gingaskin people whose cultural presence is documented between approximately 900 CE and 1600 CE in the eastern coastal regions of what is now Virginia. Recognition of Indigenous communities is included as an acknowledgment of the historical foundation of the nation.Section 2 — Establishment of the AUBI SystemThe American Universal Basic Income system establishes a centralized financial distribution structure that integrates:

Each verified citizen account connects through a secure Social Security verification portal.

H.R. 92988THE SOCIAL SECURITY AMERICAN UNIVERSAL BASIC INCOME ACT(SS-AUBI)SECTION 1. SHORT TITLE.
This Act may be cited as the “Social Security American Universal Basic Income Act” or “SS-AUBI Act.”SEC. 2. FINDINGS AND PURPOSE.
Congress finds that economic instability, tax delinquency, household debt, and income volatility undermine public welfare, national security, and economic resilience. The purpose of this Act is to establish a lawful, accountable income stabilization mechanism anchored to existing Social Security infrastructure without replacing employment, private enterprise, or State authority.SEC. 3. DEFINITIONS.
The term “SSN-AUBI” means a predictable income stabilization payment linked to a verified Social Security Number.
The term “eligible individual” means a person with annual income under $150,000 unless amended by Congress.
The term “pilot region” means Wendover, Utah; West Wendover, Nevada; and neighboring Tribal Nations.SEC. 4. ESTABLISHMENT OF PILOT PROGRAM.
The Secretary of the Treasury shall establish a pilot SSN-AUBI program in the designated pilot regions. Participation shall be voluntary and subject to consent at tax filing.SEC. 5. IRS INTEGRATION AND TAX APPLICATION.
SSN-AUBI payments shall be coordinated with the Internal Revenue Service. Payments shall first be applied to outstanding Federal income tax liabilities and verified public debts before any remainder is paid directly to the filer.SEC. 6. DEBT REDUCTION AND CREDIT STABILITY.
The program shall reduce compounding penalties, encourage compliance, and stabilize household finances. Nothing in this section shall guarantee credit score outcomes.SEC. 7. INFLATION SAFEGUARDS.
Enrollment shall be phased. Expansion shall pause automatically if supply-demand imbalance or price instability is detected. A transparent waitlist shall be maintained.SEC. 8. PROHIBITED USES AND SECURITY SAFEGUARDS.
Funds may not knowingly support terrorism, violent criminal enterprises, or sanctioned entities. Humanitarian exceptions apply when funds are routed through recognized organizations.SEC. 9. OVERSIGHT AND AUDITS.
Independent audits, public reporting, and Congressional oversight shall apply to all aspects of the SSN-AUBI program.SEC. 10. RULE OF CONSTRUCTION.
Nothing in this Act shall be construed to authorize collective punishment, suspend due process, or override State, Tribal, or Constitutional authority.SEC. 11. EFFECTIVE DATE.

The monthly AUBI payment in this Act is $1,000.00 per month per eligible resident (equals $12,000.00 per year). Any prior text implying $12,000 per month is void and replaced by this governing figure.
