This way they want Westchester to be incorporated. It will bring a windfall of money into the city and politicians will take it. If UM makes Tropical Park there park for games, that will bring a lot of money to the developers and investors, along with losing green areas, a traffic nightmare and will cause a lot of loitering and pollution.  This is maybe one of the reasons Souto is trying to jam it through without the residents having a say. If you read the article it says that all residents would have to agree to it, it's easier for a city to vote on something and get it through versus an entire county, which Miami-Dade county residents would have to vote for.
