Racism among the Japanese police and prosecutors.

Racism among the Japanese police and prosecutors.
The Issue
More I read about these things it looks like it could happen to anyone in Japan. Maybe I should change this to a simple human rights issue and not racism. They just don't seem to care about human rights in general. No wonder they are against introducing recording and video recording.
My English friend was sitting on a train. A guy sitting next to him kept leaning on him and kept saying "If you have something to say say it in Japanese" in Japanese. He tried but the guy kept leaning on him and kept saying "If you have something to say say it in Japanese." in Japanese. He pushed him, stood up and shouted at him. Then he was arrested. What gives the guy the right to physically lean on him? But because the guy is not subject to anything so whatever he did is irrelevant it seems. The police appointed interpreter who came to the scene couldn't even understand the words "set up" and the embassy removed the interpreter. It was not fair from the beginning. Also a few years ago my another English friend tried to get away from a woman and he was arrested for an attempted rape. These wouldn't have happened if they were Japanese. Foreigners or not they keep you in the police cell for 23 days. It's like 17th century or beyond. This is the second time something like this happened to someone I know and I don't feel safe so I have decided to take action. The police and prosecutors probably need basic education on racism. I hear the word like diversity a lot these days but if things like this keep happening there's no room for diversity. When I told my friend about this case he said "Never get into an altercation with a Japanese. You are fu*ked as gaijin." so their racist behaviour is probably a well known thing. This needs to change. I set up this petition to end the racist behaviour of police and preferential treatment of Japanese when it comes to foreigners. His lawyer said the police are likely to believe the guy because he isn't arrested and my friend is as if that makes sense but that's what it is and I'm not surprised.
I don't intend to sent the petition to the police. I set this up to spread words. I understand it's not safe to send a petition like this to the police in a country like Japan. It's ironic that's part of the reason I set this up.
What he wrote after he was bailed.
"I really only pushed him. Lost my perfect job. Lost my home and still might go to jail. If anything like this happens again (if I get through this) I'll definitely be instantly guilty and sent to jail.
I was judged on the train, passenger backed him up, he's an intellectual type reading a newspaper and I'm a tall foreigner. I was restricted from writing to the embassy. They sent self addressed envelopes and the police said I couldn't post them. They said I had to wait for the embassy member or a lawyer to come and translate it. I was told my lawyer would come within 9 days and he came 3 days later.
If no one arranged bail I'd be there until September. I've been told that's what the prosecution want, to secure a confession. The introduction of the alleged fractured bone was on 9th day, after 20 days I was told my lawyer hadn't made a bail application and not given a chance to speak.
Also at my initial arrest, the interpreter was terrible, couldn't understand me. Didn't know what set up and fitted up meant. It was the same interpreter when I was brought before the prosecutor, and before the judge. The embassy complained and had him removed from the case.
I've been shafted and lost everything. But I can build it back up again."
The guy in question first said my friend pushed him. More than a week later he said my friend punched his face twice. He constantly changed his story. Yet they believe him because he's not the one who's arrested. It's just madness.
