
I've linked to an article about how the COB BAG (Broadband Advisory Group) study ended up being invalid. The details are in the article, but here are the highlights.
1. The study did not include enough tests to be statistically valid and half of the results were not even filled out correctly. This could have been avoided if the study were set up to not allow results to be submitted if they were not even filled out completely, but it was not.
2. All of the data went to private servers owned by the company that did the study. In short, there is simply no way we can ever be sure we've seen all of the results and there is no way to independently verify them.
3. Even BAG members complained to me about the terrible job the COB did reaching out to renters, seniors, the poor and the homeless. In short, they were not included in the study and their needs were not considered.
4. The testing method they used was inaccurate and skewed the results in favor of making obsolete connections, like DSL, look better than they are.
Here's the good news. I have already submitted a proposal for more accurate RRUL Network Load Testing to the councils, PUD and Port.
Currently the PUD and Port are planning on doing an equally inaccurate study, but if we write to them in support of including network load testing we can make sure that we're getting the accurate results we need instead of the skewed ones big telecom wants.

So please, write to our mayor, councils, PUD and Port leadership and ask them to include RRUL testing before making final decisions based on bad data. This more accurate testing will tell us what connections perform like in real-world conditions. For example, while having a Zoom call with your doctor for 10 minutes or more while other members of your household use the internet as well.
The test the COB used only lasted about 40 seconds and only tested for one condition in isolation. (Aka it was not long enough and it did not simulate a real-world use of an internet connection.) RRUL was developed specifically to overcome this problem.
