Killing innocent dogs is inhumane.  They are living creatures, and we have to protect them and not slaughter them.  If we want to reduce the growth of dogs, the city hall of Yerevan, Armenia has to open up animal shelters for dogs and cats, spay and neuter them, and put them for adoption.
