It’s now been over THREE YEARS since Oakland’s City Council unanimously voted to approve an urgently needed Encampment Management Policy (EMP).

Since then, homelessness has grown over 80% due to Oakland’s open air drug markets and refusal to enforce public safety laws.

Businesses are failing and neighbors live with daily fears of violence and property damage due to the out-of-control encampments. Instead of enforcing the rules, the City has continued to allow open air drug encampments to thrive and grow. These issues impact poor, minority neighborhoods disproportionately with the vast majority of open air drug encampments being located in the flatlands. 

The negligence has gone too far. It’s time for Oakland to implement the EMP and give our unhoused neighbors the help they need. That’s why Neighbors Together Oakland filed a lawsuit against the City of Oakland last August for failing to follow its own rules.
