Clarksville is a rapidly growing community that has a prime opportunity to provide services and resources to the diverse citizens that contribute to its tax base that improve our Quality of Life by building a Recreational Center & Athletic Complex in North Clarksville that features,

Multiple indoor courts for basketball and volleyball
Adaptive Inclusive indoor playground for special needs
Indoor soccer/multi-purpose turf field
Baseball/Softball batting cages
Ample spectator areas
Concessions area
Restrooms
Multiple Meeting rooms
Computer Lab
Space for dance/fitness
More state of the art weight room
Football field with track around it and some additional multi purpose fields for practice space for football, lacrosse and soccer surrounding the building
Green space areas with pavilions for outdoor events 
Flexibility to host additional “non-sport” events.

Despite the Tiny Town area being the fastest growing area in Clarksville, it lacks the attention that other areas in our community have received.  It has been said by elected officials that; "Most citizens in that area are military affiliated and can access the resources of Ft Campbell, Kentucky."  This petition calls upon elected officials to realize that while a good portion of the population of this town may be military affiliated, we live and pay our taxes in Clarksville and deserve to have the City provide amenities to support our side of town. 

Secondly, Clarksville has not built a community center since the 1980s when the population was approximately 54,777 that has since grown to approximately 158,156. With only three community centers in Clarksville and two of them being on the South side, it is evidently time to build another one in North Clarksville.  The Crow Community Center serves 20,971 citizens and Burt Cobb 20,619 in South Clarksville and the Kleeman Community Center serves 52,150 which is twice as much as the other to and the same size in North Clarksville demands a high demand in the area.

The intersection of Needmore Rd and Hazelwood near Pisgah Elementary School has 20 acres of land available to build a community center similar to the Foy Community at APSU that caters to the various recreational interest of a very diverse community.  The Mayors Traffic 2020 plan has a solution to address the traffic concerns by the people seeking to enjoy the community center. Tiny Town Rd also is developing a great mixture of restaurants, convenience stores, and service stations to serve local and traveling teams coming to compete in tournaments. There are also residential neighborhoods close enough for the community to easily access the complex in addition to its close proximity to schools.

I have lived in the Tiny Town area since 1992 and have only seen more houses and businesses being built with only two new City recreational projects, the Robert Clark Park Blueway and the Barbara Johnson Park.  I believe that it is time for the City to make a significant investment in North Clarksville. An investment that has the potential to enhance the quality of life and serve as an economic stimulator for our community.  

The Hopkinsville Sports Complex funded as part of the city-county community collaboration known as Hopkinsville-Christian County WINS, the $5.56 million Hopkinsville Sportsplex is a multipurpose facility of approximately 54,000 square feet that will host both recreational programming and tournament events. The Sportsplex includes the following features:

Three high school regulation basketball courts
Six high school regulation volleyball courts
Indoor soccer/multi-purpose soccer turf field
Baseball/Softball batting cages
Archery space
Ample spectator areas
Concessions area
Restrooms
Meeting room
Flexibility to host additional “non-sport” events

The Clarksville Visitors Bureau prepared an estimate of the impact that Basketball, Volleyball, Cheerleading and Wrestling would have on our community with tournaments at the North Clarksville Community Center being 3 days/2 nights. With each event just being held once/year the impact would be:

Total hotel revenue - $161,967.50
Total Event Revenue - $6,265,755
Direct City/County Sales Tax Revenue - $156,643.88
Directlty to the schools - $118,579.41
Indirect City & County Sales Tax Revenue - $783,219.38
Indirect to School - $592,897.06
