On Thursday November 9, the City of Toronto called an Extreme Cold Weather Alert but did not open anywhere for the hundreds of homeless people who are without shelter to go. The 5 winter 'respite' centres, also known as warming centres, do not open until November 15. On Friday, November 10, the city cancelled the alert, despite record breaking cold temperatures.
