Over the years homeless activists, labour and faith groups insisted that the City of Toronto use empty armouries, municipal buildings and hospitals for emergency shelter. There were many wins: Metro Hall, Fort York Armoury, Moss Park Armoury, an empty nursing residence, the empty Doctor's Hospital, the empty Princess Margaret Hospital all became short-term emergency shelters. Today, in the midst of a humanitarian crisis, City Council and Mayor Tory refuse to act. A Toronto STAR editorial (Dec. 19/2016) says: "The city has known there is a shortage of shelters for the homeless for years .... Whatever the solution, the city needs to find it fast."
