Mayor Tory: These cities have all added NEW and REAL emergency shelter beds this winter. Why can't Canada's biggest city Toronto, where the need is colossal, do the same? Instead, Toronto has allowed overnight locking of the doors of the 3rd 'secret' warming centre at the St. Lawrence Community Recreation Centre. Our goal should be to provide shelter for all, not just simply to react after a homeless person dies.
