According to an incisive July 12th Indiana Policy Review article by Martina Webster (Realtor and representative for District 1 on the Sellersburg Town Council), "Indiana has it backwards. The Chamber of Commerce has it backwards. The Indiana Economic Development Corporation — you guessed it — has it backwards. Stop buying what they are selling."
According to Webster, Indiana communities are hampered by a mindset of “if you build it, they will come.” As evidence, a recent Ball State University study found that Tax Increment Financing (TIF) at best only negligibly increases property values. Indiana’s TIFs are simply chasing development, not creating it.
The tool they are using to supposedly “create” economic development is now stealing taxes from an important piece of the community’s overall economic picture, the public schools.
