The Issue

We, the undersigned, Chatsworth residents and/or property or business owners, respectfully petition that Los Angeles City not approve the proposal of Affirmed Housing Group to construct a 63-unit studio apartment building at 10243 N. Topanga Canyon Blvd., because it is inconsistent with the neighborhood scale-and-character guidelines, for the following reasons: 

1. The proposed building is far too tall, exceeding the height of the tallest existing 3-story buildings in the city of Chatsworth, according to the existing city plan. 

2. This location is less than 500 feet from an elementary school.  The possibility of chronically homeless behavior of possible mental illness, drug usage/abuse, and loitering is not appropriate this close to young children.

3. The rooftop area designed for ‘rest and relaxation’ of residents will overlook the neighboring single-family homes that already exist behind the proposed building, creating severe violations of privacy for those existing residents.

4. Street traffic is already heavy and children are walking to and from school daily.  Although only 5 + 1 handicapped parking spaces will be available for residents, construction alone will cause even more severe traffic at this location and safety concerns for students. 

5. The vetting process for potential residents has not been clearly defined.

The City is not required to approve an application simply because it meets technical requirements when it is demonstrated that its fulfillment will unreasonably diminish the quality of life in the neighborhood. The “lower-income housing” loophole should not be utilized to profit developers to the detriment of residents. Any development should enhance residents’ lives, not merely the developer’s wallet. This one falls far short.

Not at THIS site! Not near an Elementary School!, and Too Tall!Petition StarterWe are sympathetic to the situation, but it is important that the City Council doesn't forfeit the welfare of hard-working, tax-paying residents already residing in our community. There are more appropriate sites in Council District 12.
