Request that the County of Maui provide portable toilets at heavily used beaches on Maui.
The Issue
The following beaches are heavily used by locals and tourists but are currently experiencing severe impacts from human excrement, toilet paper and other toxic trash being left in open, used areas due to the lack of facilities. We realize that permanent toilets may not be available outside of County and State parks, but human health impacts implore us to demand at least temporary toilets in the following 6 locations:
Olowalu (near Mile Marker 14)
Maliko Gulch
Kahului Harbor (both sides)
Honolua Bay
Sugar Beach
We can no longer be "ok" with avoiding these areas or scheduling quarterly cleanups to act as sanitary crews. As an example, please find the following list of "nasty" items found recently during a very small cleanup held at Olowalu beach (at Mile Marker 14) : in less than 1/4 mile of beach we found:
105 piles of USED toilet paper
10 piles of human feces (we found a bucket holding human feces in one area)
6 used tampons
6 used diapers
This is just one example and the human feces are cleaned up on a regular basis by community volunteers not trained in dealing with these health hazards. This is a significant issue and as citizens, we no longer want to be the sanitation department for these public spaces.
Mayor Arakawa and the County Council of Maui, we respectfully request that you install and maintain (at least 2 times weekly) at least 1 portable toilet at each of these public beach locations for at least the next 2 years.
A recent Rainbow rentals quote for a single porta-pottie being cleaned 2 times per week would cost $9,360 per year to maintain.
Pacific Portables was slightly cheaper at $8,684 for 2 times per week for 1 year.
At the cheaper rate, this would cost the county $52,104 per year to maintain these toilet locations and save our keiki and oceans from the piles of excrement - a significant price savings from installing permanent toilets, plumbing, electricity and other manpower costs.
We are tired of hearing the arguments that there is no money or that you are not certain whose responsibility this is. Maui County residents and tourists are literally dumping on our beaches and we cannot stand for it any longer.
Again, we are requesting that Maui County fund and maintain at least 1 portable toilet at each of the 6 locations listed here for the next 2 years - with cleaning at least 2 times per week. Locations with extreme need are:

Maliko Gulch
Kahului Harbor (both sides)
