On the right side of the balance beam scale pictured here are 4 critically important and absolutely fundamental initiatives needed for the benefit of companion animals: (1. Elevate the Legal Status of Companion Animals; 2. Halt Irresponsible Backyard Breeding/’BYB’ing’;  3. Reduce Shelter INTAKE; 4. Reinvent Animal Control, i.e. an ”AC Paradigm Shift”.  (It is likely that companion animals in any number of countries abroad also would benefit from these or similar initiatives).

On the left side of this graphic is shown the elements of the “EXTENDED” Pet Industry/”EPI” including the U.S. Pet Industry itself whose vast resources and power can influence what the other entities in this ‘EPI” do…or, much more importantly,….what critically important initiatives they do NOT undertake or support.  (To see the U.S. pet industry’s uninterrupted growth see the Salt Lake City Tribune article referenced at the end of this petition).

The several other closely-related global Change.org petitions, supporting blogs and references listed at the end of this petition demonstrate the extent to which the national humane organizations, municipal animal control directors and many ‘pro-business- at-any-cost’ elected city and county officials effectively have become ‘extensions’ of this enormous profit-making U.S. pet industry machine!   Unfortunately, the EPI’s apathy to these initiatives…and in certain instances outright opposition…is working to the substantial ongoing detriment of companion animals.

Throughout this country countless adoptions volunteers and rescue groups work very hard…endlessly… in an effort to achieve “No-Kill” and to save as many dogs and cats as possible from destruction in shelters.

Meanwhile, the vested interests of the breeder industry, veterinarians, and municipal shelter directors cause these professions to ignore measures that could so greatly reduce shelter INTAKE and greatly accelerate achieving “No-Kill”, especially in many parts of this country where shelter kill rates are very high, i.e. 90% or 95%.

The breeding and veterinary professions are well-documented as opposing elevating the legal status of companion animals, something so fundamental and critically needed as a ‘base’ from which: 1) to ensure reasonable breeding standards of care, including preventing breeding the same female dogs or cats over and over, keeping them in an almost constant state of pregnancy; 2) to strengthen animal cruelty/abuse laws and penalties.   (Please see the enlightening article regarding the betrayal of animals by veterinarians and pet industry groups in the referenced blog by the Animal Legal Defense Fund).

The need for major reform of our municipal animal control (”AC”) agencies is highlighted in the petition (see list below) addressing the elements of an ‘AC Paradigm Shift’.    The National Animal Control Association published our article in NACA NEWS on an innovative process to identify and quantify ‘local’ breeders everywhere [including indiscriminate “supply-push” ‘backyard breeders’/’BYB’s’ who sell to ‘impulse buying’ irresponsible pet owners (“IPO’s”)].   AC directors everywhere have failed to respond to a request posted on NACA’s web portal to “pilot” this new process (“POSTLEA”). Top NACA officials have written to us that publishing the article was pro-active support but that POSTLEA seems to go beyond ac directors’ “comfort zone”, i.e. you can “lead a horse to water…but…”

(POSTLEA, which is the very core of the AC Paradigm Shift, is described fully in the June 30, 2014 blog at www.standupfordogs.com/blog:  ; “POINT-OF-SALE-OR-TRANSFER LICENSING ENFORCEMENT ASSISTANCE – COMPLETE 3-ELEMENT PRESENTATION”.)  

Not only will AC directors not extend themselves ('comfort zone') but it is not difficult to see their huge vested self-interest.  Animal control budgets and staffing clearly depend, in large measure, on size of shelter intake workload.   It is tremendously unsettling to think that this may well be a major factor in perpetuating otherwise avoidable shelter intake and related killing!   To compound this, elected municipal officials, everywhere, look to their ac staff as subject matter ‘experts’ and all too readily use this to conveniently dismiss calls from the public for local animal control changes!   This far-reaching issue has been brought to the attention of the U.S. Conference of Mayors, National Association of Counties and National League of Cities; to date, there has been no response. 

A request made to the ASPCA’s Puppy Mill Campaign Coordinator urged that the ASPCA also establish a parallel unit to address indiscriminate Backyard Breeding/’BYB’ing.   In short, nothing materialized.    The International Fund for Animal Welfare/IFAW report (see reference at the end of this petition, i.e. a study in which the above Puppy Mill Campaign Coordinator had participated) addressed the many pitfalls of buying puppies from online sales ads; it then made the recommendation:  “…Instead, proactively combat puppy mills and pet overpopulation by adopting from your local shelter, breeder or rescue”

While the importance of adopting from a local shelter or rescue cannot be overstated, including local breeders as a source seems to be a gross disservice and oversimplification!  Local breeders may be a better option than buying from online advertisers (thought largely to be commercial puppy mills), but why wouldn’t this recommendation contain a very prominent caveat to not buy from indiscriminate local backyard breeders/BYB’s as defined, for example, at: http://en.wikipedia.org/wiki/Backyard_breeder .

Why direct potential buyers of puppies from one ‘pasture’ (a very poor source…online breeder/seller ads) to another ‘pasture’ (a ‘mixed bag’ of responsible ‘local’ breeders and irresponsible/indiscriminate BYB’s), without SIMULTANEOUSLY working to halt BYB’ing in local communities throughout the U.S.?     Why?  Because there clearly seems to be an unspoken understanding within the EPI, i.e. “Hands off ALL local breeders…everywhere…they’re good for pet industry business!”

In February 2012, the Humane Society of the United States (HSUS) announced it had formed a new “Breeders Advisory and Resource Council”/(BARC) composed of responsible dog breeders from across the country.  The HSUS press release indicated that the Council would advise HSUS on dog health and welfare matters, talk to the public about proper breeding practices and one BARC member and AKC (American Kennel Club)  “Breeder of Merit” was quoted as saying:  “We can no longer sweep puppy mills under the rug”.   A year later, in Feb. 2013, a blog by HSUS President & CEO was still saying “The HSUS has formed…( the BARC) …comprised of responsible breeders….who have a particular interest in improving the lives of dogs bred in….commercial breeding facilities known as puppy mills”.    Further, HSUS’ president added: “It is our great HOPE (Stand Up for Dogs’ emphasis added here with caps…) to work with responsible breeders….” etc.    Even more interesting, however, was the blog’s title:  “AKC Standing in the Way of Dog Welfare” and the statement that:  “Many of the dog shows for particular breeds value external characteristics over the underlying health and welfare of the dogs.”

In another blog by HSUS’ president, “Doublespeak from the AKC”, he wrote:  “One of the things that’s less obvious is AKC’s inaction, and negative contributions, to the chronic health problems of purebred dogs.  So many breeds have genetic and hereditary problems because of reckless breeding practices, driven by AKC’s conformation standards and not by concerns related to the underlying health and well-being of the animals.  English bulldogs, Labrador retrievers, Great Danes, and so many other breeders have shortened lifespans, a proclivity to certain diseases and conditions, and other disorders because of these breeding practices.    The AKC could turn this problem around, but it is not doing enough and acting with the urgency that this situation requires.”

ONCE AGAIN, HOWEVER, PLEASE NOTE THE ABOVE EMPHASIS PLACED ON THE LARGER, BUT FAR FEWER, COMMERCIAL PUPPY MILLS TO THE TOTAL EXCLUSION OF SMALLER BUT UBIQUITOUS IRRESPONSIBLE “LOCAL” “BACKYARD BREEDERS” OPERATING IN COMMUNITIES ALL ACROSS THIS COUNTRY.

THE TIME IS VERY LONG OVERDUE FOR NATIONAL AND LOCAL HUMANE ORGANIZATIONS AND MUNICIPAL ANIMAL CONTROL AGENCIES EVERYWHERE TO PUT AN END TO INDISCRIMINATE BYB’ing AND AVOIDABLE SHELTER INTAKE!
