The former deputy superintendent certainly knows well all that goes into a facility like this but this is a top down situation.  Someone already knows what happened the day Urena found out and they are just not saying.  This shouldn’t take 4 investigations to figure it out.  They already know and they are not telling the people and that is the problem.
