Maricopa: Pause New Small-Cell Nodes and Freeze Flock Camera Expansion
The Issue
To the Maricopa City Council and City of Maricopa:
Maricopa is building a tracking network. Crown Castle is in the process of installing 91 small-cell nodes citywide, and dozens of Flock cameras are already in place. This is one connected concern, not two separate issues.
City Council has allowed this to move forward with almost no resistance.
Small-cell nodes
According to the City of Maricopa’s own announcement on February 26, 2026, Crown Castle has begun phase one of a planned 91-node small-cell rollout. These nodes sit on upgraded light poles and support Verizon and other carriers. The project is still underway — not all 91 are installed yet.
An installer on one of the sites already up stated the equipment is “6G-capable” and that the next piece is the ability to map houses through radio sensing. Recent research confirms that 6G Integrated Sensing and Communication (ISAC) can detect breathing, heart rate, and reconstruct indoor layouts — sometimes through walls — without anyone carrying a phone.
Flock cameras
Maricopa has expanded its Flock Safety license-plate reader network to dozens of cameras (45 mapped in 2025, with further growth since). Other Arizona cities and counties — including Flagstaff, Sedona, Pinal County, Chandler, and South Tucson — have canceled or limited Flock contracts over privacy and Fourth Amendment concerns. Maricopa has kept expanding and tightened rules that limit public access to how the data is used.
We demand the following actions on a clear timeline:
1. Immediately (within 30 days of receiving this petition):
Issue a temporary pause on all new small-cell node installations and freeze any further Flock camera deployments.
2. Within 60 days:
Hold at least two properly noticed public hearings dedicated to both systems. Release the relevant contracts, site agreements, and data-sharing policies for public review before the hearings.
3. Within 90 days:
Present a full public report to Council on the current and planned small-cell and Flock deployments, including future sensing capabilities, data retention, third-party access, and options for limiting or removing existing equipment. Vote on whether to continue, restrict, or terminate these programs.
Better cell service is fine. Continuing to lock in an always-on tracking network that can monitor vehicles and eventually homes and bodies — without residents getting a real say — is not.
