The local council is proposing a reduced speed limit from 50km/h to 40km/h along Essex Street to increase safety for pedestrians and cyclists alike.  However, we, the  residents on Essex Street, believe that simply reducing the speed limit will not be enough to address safety concerns and maintain quality of living in this area of West Footscray.

According to a study conducted by the City of Maribyrnong which measured traffic volume during the month of October 2017 and again in February 2020, there has been only a small increase in traffic density along Essex Street (approximately 4%).  However, we feel that this traffic study doesn't address the key issues that we experience along this street every day: noise pollution and hoon driving.

The steady increase of noise pollution due to the increased traffic volume and bursts of hoon driving have caused some residents to experience degrading mental health, loss of sleep, increased stress levels and degrading physical health from ailments such as high blood pressure.  Studies have shown that noise pollution can lead to learning a concentration difficulties, with long term effects. It has caused some residents to sell and move to seek a higher quality of living through no fault of their own but through the thoughtless actions of a small group of motorists.

The implementation of speed reductions will not deter this anti-social behaviour or prevent the increase of traffic along Essex Street due to the lack of infrastructure to discourage non-local traffic and prohibit hoon driving.  We, as the residents of this street who live and sleep here, demand the right to quality of life and implore the City of Maribyrnong to commence a study into noise pollution management and traffic easing in our street.

Limiting traffic direction to one way only or the inclusion of traffic islands has been implemented in other council areas such as Yarra City Council with much success.  We are looking for similar solutions which fit with our way of living; a place where everyone can have safe access to the street for cycling or walking, a place where residents can sleep peacefully at night and a place where we are proud to be part of.

We implore the residents of Essex Street and anyone affected to sign this petition so that we may force positive change in our neighbourhood to establish a strong community for current and future generations.  Signatures will be given to the City of Maribyrnong to create a bridge of communication to implement meaningful and positive long lasting change.
